Does every relocation company in Singapore need a MOM employment agency licence?
No. A MOM employment agency licence is needed when the provider does employment agency work, such as acting as the appointed agent for an Employment Pass application. Packing, shipping and settling-in services on their own do not require one.
An employment agency licence from the Ministry of Manpower (MOM) covers regulated employment agency work, and in a relocation that mainly means work pass matters. MOM states that an Employment Pass application is made by the employer or by an employment agent the employer appoints. If a relocation company will submit or manage the application as that appointed agent, it needs the licence, and you can confirm it on MOM's EA Directory. If it only collects documents, books appointments or liaises with your employer's HR team, the contract should say so, because document coordination is different from regulated application work. Household moving, temporary accommodation, school search and settling-in support are not employment agency work, so a mover without an EA licence is not in itself a warning sign.
| Service | Credential question |
|---|---|
| Work pass application as appointed agent | MOM employment agency licence; check the EA Directory |
| Work pass document coordination only | Confirm in writing who actually submits the application |
| Household moving and shipping | No EA licence; check insurance wording and verify any association membership with the issuer |
| Home search and tenancy | Property agents are licensed by the Council for Estate Agencies |
| Settling-in and school search | No EA licence; confirm which tasks need your personal attendance |
What changes the answer
- Who files the work pass: your employer, a separate licensed agent or the relocation firm itself.
- Whether immigration work is subcontracted, in which case the partner's licence and accountability matter.
- Whether the legal entity on the quotation, contract and invoice matches the licensed entity.
- Dependant's pass assistance raises the same question of who is filing.
What to check before you decide
- Ask which legal entity will submit or manage work pass applications, and search that entity on MOM's EA Directory.
- Reject guaranteed immigration outcomes or claimed government connections; ICA states it has no affiliation with external migration agencies or commercial entities.
- Verify memberships such as CaseTrust or a moving association with the issuing body, remembering membership alone does not guarantee performance.
- Pay only through documented company channels, never a personal account.
